"Shuishui oil" is derived from the kitchen waste commonly known as "Shuishui." Taking the example of an unscrupulous merchant, Cao Xianhe, he began operating “Suishui Oil” in 2009, collected a large amount of drowning water from canteens and restaurants in Chongqing University City and other places, and set up underground “Shuishui Oil” workshops in Shapingba District and Jiulongpo District of Chongqing. The investigators said that the drowning water was boiled in the workshop and the heavier residue would sink. After the oil in the pan had been extracted, it became a “water drool” and was sold to the next family.

The transfer link is represented by businessman Xu Ke. Since 2005, he has acquired "Shuishui You Oil" from Chongqing and other places, and sold them to other provinces.

The refining process is usually carried out in a professional oil refinery, such as Chongqing Yongchuan “Guannan Fengshuo Grease Oil Processing Plant”. It uses multi-channel processing of the crude oil with professional equipment to produce the finished product “dip water oil” which is sold to some local grain, oil, and food companies. According to reporters at the Jiushui District, the Jiulongpo District police saw a drip-oil production base that was converted from abandoned pig farms. Remnants of oil refining, colorful, obviously corrupt and rotten. Next to it was a cauldron with a diameter of about two meters. It was stained with spoils and was used to cook "dumpling water". The nearby villagers said that after the construction of the black den, the odor was unpleasant. Everyone was often unbearably suffocated and the house flies were infested. The reporter saw a villager who took out a 20-cm-square fly-catching paper at the scene and stuck a layer of black-pressed flies in less than half an hour.

Why can the oils so refined be "qualified"? Jiulongpo district case handlers said that unscrupulous merchants can self-test acid, peroxide, solvent residues and other indicators, through degumming, deacidification, decolorization, deodorization and other multi-process, beautify the smell and taste of the product, difficult on the table Authenticity. For example, an illegal refinery in Yongchuan District, which has been investigated, has more than 300 oil barrels, 10 oil refining tanks, and a full set of boilers. The "swollen oil" produced by the refinery is close to the "standard" in a number of indicators.

The police investigating the case stated that on the basis of punishment, there is currently no clear requirement that “swollen oil” is toxic and hazardous food. At the time of conviction, it must be determined that it is "enough to cause serious food poisoning or other serious food-borne illness" or "toxic and harmful." The relevant appraisal departments can only quantify some specific indicators of “swollen oil” and it is difficult to identify them as “toxic and harmful”, which causes severe difficulties for severely punishing unscrupulous merchants.

Exorbitant profits gave rise to the detection criteria of oil pollution. The reason why unscrupulous traders had to use their own methods to dig out “sweaty oil” was because of its huge profits.

The case shows that the price for recovering drowning from the canteens and restaurants is very low, and sometimes it is only symbolic to give some money, and the production of “shuishui oil” can sell about 3,000 yuan a ton, after deducting fuel, space, and labor costs, the profits Up to a hundred times. After the middlemen purchased the "Dragon", it sold for about 5,000 yuan per ton, and earned a thousand or two thousand yuan per ton.

Lower-level refiners also have large profit margins. The facts show that every refiner who purchases one ton of “water and wool” oil can refine about 0.7 to 0.8 tons of finished “dumpling oil” at a price of RMB 8,000 per ton and become a bulk food product for farmers’ markets. After oil, the retail price can reach nearly 10,000 yuan per ton.

Driven by huge profits, the formal channels for the recycling of “Shuishui” are hindered. The investigators told the reporter that "dumping water" should have been recycled, even if the oil refinery should also be used for industrial purposes. However, some restaurant and cafeteria managers are often more willing to sell "dumping water" to unscrupulous traders in order to obtain some benefits. After the unscrupulous merchants have refined “Shuishuiyou”, it is obviously not worthwhile to feed animals. If they are sold for industrial purposes, the price is only 4,000 yuan per ton, which is much lower than the selling price of cooking oil. Give the pig food."

Ding Xinzheng, a professor at the Chongqing Academy of Social Sciences Institute of Law, said that the greater the temptation to violate the law, the more necessary it is to give sufficient deterrence and severe punishment in accordance with the law, otherwise it is difficult to stop the root cause. At present, there is still no clear statement about the specific hazards of “swollen oil”, and it is urgent to organize experts to conduct in-depth studies. Testing standards for edible oils should also be improved as soon as possible.

In order to stop the return of “dumpling oil” to the dining table, it is also necessary to start with the collection and disposal of food waste. At present, the Jiulongpo District is exploring the “collection and management system for restaurant and kitchen wastes”, collecting and signing the garbage of restaurant and kitchen companies, transporting them with special vehicles, and transferring them in a unified manner so as to cut off the source of “slum oil”.
